The City of Oak Ridge North is a Type A general-law municipality. The
Administration is responsible for the overall operation of the City.
Paul Mendes, has served the City since 1994.
He is responsible to the Mayor and City Council for the efficient administration
of daily City business. The City Manager exercises supervision
and control over all departments of the City including evaluations, promotions,
demotions, or discipline and takes any other necessary personnel actions.
He attends all Council or other city-related meetings and writes and
applies for grants. He assists the Mayor in budget matters, provides
reports and updates, initiates and supervises purchases of equipment,
materials and makes recommendations regarding procedures, practices and
measures he deems necessary to promote the best interests of the City.
He also serves as the Flood Plain Manager and Director of Parks & Recreation.
Paul is retired U.S. Army and obtained a Masters Degree in Public Service
Administration from Western Kentucky University.
The City's first Texas Registered Municipal Clerk (TRMC), has served the City since 1998. She works closely with the City Manager, Mayor and City Council, acts as the Records Managment Officer/Chief Custodian of all official records and maintains all records of the governing body, posts notices of all meetings, generates and maintains agendas and minutes, ordinances and resolutions, attends all meetings of the governing body and other City-related meetings, composes and publishes invitations to bid, public and legal notices, maintains contracts, etc., serves as webmaster of the City's website, editor of the newsletter, assists the public, administers elections, as well as other duties as assigned.

The Public Works Director, Lonnie Bienvenu, is responsible for everything that does or doesn't get done in the City regarding utilities, recycle pick up, water plant maintenance and operations, the maintenance and upkeep of all City property including the maintenance of the easements, and many other special projects as required.

Jeri Norris is responsible for receiving and securely keeping all money belonging to the municipality. The Treasurer also makes all payments on the order of the Mayor and renders a full statement of the receipts and payments and performs other acts and duties as the governing body requires.

Clasina is responsible for the utility billing and solid waste disposal service accounts, as well as deposits of monies received, records management, resolving customer complaints, meter change outs, new connections for water, sewer and solid waste, customer disconnects, the turning on or off of utilities.

Mary Kay performs the functions of processing and issuing all building, electrical, plumbing, and HVAC permits, sign permits, fire and occupancy permits, fence, driveways, sidewalk and roofing permits, and schedules inspections for residential and commercial improvements, as well as processes and maintain records for pools, spas, irrigation systems, animal licenses and wrecker permits, and processes ballfield and pavilion reservation requests. She assists the public, inventories and orders office supplies, as well as other duties as assigned.
